Perhaps you grew up in the area and your love of food has taken you to every spot in the city.
Take a walk (or a bus ride) around your city. You want to be able to see without thinking about driving, so it's best to travel on foot.
Make notes about interesting eating places. Maybe your city has a historical area that has always been known for it's food shops. If you can list more than a dozen, there's a good chance you can make a business showing visitors the hisory of food "a la your town".
Having a web site also helps in this case, as visitors can include you in their travel plans.
Check your local Chamber of Commerce or City Hall for street maps of popular areas. You can hand these out to your clients when they sign up for your tour. Plan a special event as an end to your tour. Give your clients something to take home with them that reminds them of their experience.
Of course, you will have your logo and business card attached so that they may pass it along to others that may visit your city. Be creative in your business and specialize in great customer service.
